That phrasing — appearing on Xbox and PlayStation store pages as well as Rockstar's own materials — is the most direct signal Rockstar has given about online functionality: none has been promised for launch, and none has been described for later.

This doesn't mean an online mode isn't coming. Rockstar has historically kept online plans quiet until close to (or after) a game's release — GTA Online itself wasn't detailed in depth until shortly before GTA V's 2013 launch, and it actually went live about two weeks after the single-player game shipped, hampered at the time by server issues.
